Comments:  Volume 13 continues on with Teito’s return to the military and how even with all the people he’s met in the past speaking to him, he still can’t remember anything.  A few significant deaths happen, all of which were surprising as you would not have expected those important people to die.  While it makes sense from a plot perspective (gaining power etc), now you feel like no one is self and that is only a matter of time before the other main characters perish.  Mikage’s legacy refuses to go away and more than half of the volume is spent yammering away on how important Mikage’s friendship was to Teito.  While there were a lot of significant events happening, this volume also feels like it could have benefited from a faster pace.
