Comments:  The confusing arc of Keima’s grade school having ranks for each girl gets even more confusing in this volume.  Keima decides to use Tenri to his advantage given that they already knew each other from when they were young.  The big bad of this arc is revealed and she is seriously twisted.  Despite that, Keima is still confident and continues on with his plans, which does not make any sense at all.  Jumping to conclusions is still what this series is all about, as things just work out in the end.  It throws a few spanners in the works with Keima’s unpredictable actions; however, the story arc feels bloated and padded out.  It isn’t helped by random interruptions jumping back to the present day to see how the Goddesses are doing looking after the young Keima.  It is such a shame that Elsie is shoved to the sidelines.  One of the redeeming features are other characters showing up as their younger selves.
